Dutton, Jr., Chair, House Committee on Juvenile Justice & Family Issues      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2684 by Giddings (Relating to the creation of a model training curriculum and to the required training for school district peace officers and school resource officers.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Education Code to require school districts to adopt a policy that requires school district peace officers or school resource officers to complete an education and training program. The bill would amend the Occupations Code to require the Texas Commission on Law Enforcement to develop this training program within certain guidelines provided by the bill. The bill would also require TCOLE to adopt rules to require school district peace officers and school resource officers to complete the required education and training programs before 120 days of commission or placement in a school. TCOLE has indicated it can absorb any costs associated with implementing the provisions of the bill within existing resources.   Local Government Impact No significant administrative costs are anticipated for school districts to adopt training policies for peace and school resource officers and to ensure officers complete required training.
