The bill would require the Teacher Retirement System of Texas (TRS) to provide a supplemental enrollment period for TRS-Care, the health care program for retired public school employees, for retirees that have experienced extenuating circumstances preventing their coverage selection during the initial enrollment period. The bill would apply to any eligible retiree, regardless of when the initial enrollment period occurred.The bill requires TRS to adopt rules establishing the criteria for approval. The agency indicates any administrative expense can be absorbed within existing resources. TRS also indicates the changes to participation in TRS-Care and any associated costs are not anticipated to be significant.
