The bill would amend Chapter 11 of the Texas Water Code, removing the applicability of certain provisions for transfers of water between the Red River basin and the Trinity River basin. Texas Commission on Environmental Quality (TCEQ) would amend its rules to comply with provisions of the bill. The bill would take effect immediately if it receives a vote of two-thirds of the members of each house; otherwise, it would take effect on September 1, 2015. Local Government Impact According to TCEQ, the bill is not expected to have fiscal implications for units of local government.
