                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            April 30, 2015      TO: Honorable Jim Keffer, Chair, House Committee on Natural Resources      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2805 by Frank (relating to the priority applicable to certain interbasin transfers of water.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend Chapter 11 of the Texas Water Code, removing the applicability of certain provisions for transfers of water between a water control and improvement district and a municipality that meets criteria specified in the bill. Texas Commission on Environmental Quality (TCEQ) would amend its rules to comply with provisions of the bill. The bill would take effect immediately if it receives a vote of two-thirds of the members of each house; otherwise, it would take effect on September 1, 2015. Local Government Impact According to TCEQ, the bill is not expected to have fiscal implications for units of local government.
