                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            March 20, 2015      TO: Honorable Larry Phillips, Chair, House Committee on Homeland Security & Public Safety      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB284 by Springer (Relating to the handgun proficiency required to obtain or renew a concealed handgun license.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would require the director of the Texas Department of Public Safety to establish minimum standards for handgun proficiency and develop a course to teach handgun proficiency.  The bill would also require certain handgun proficiency training to obtain or renew a concealed handgun license. It is assumed any costs associated with implementing the provisions of the bill could be absorbed within existing agency resources.
