The bill would require the director of the Texas Department of Public Safety to establish minimum standards for handgun proficiency and develop a course to teach handgun proficiency. The bill would also require certain handgun proficiency training to obtain or renew a concealed handgun license. It is assumed any costs associated with implementing the provisions of the bill could be absorbed within existing agency resources. Local Government Impact No fiscal implication to units of local government is anticipated.
