                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            April 12, 2015      TO: Honorable Jodie Laubenberg, Chair, House Committee on Elections      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2840 by Cyrier (Relating to the eligibility of certain citizens residing outside the United States to vote a full ballot.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Election Code to authorize certain citizens residing outside of the United States  to vote a full ballot if the person is eligible to vote and is a registered voter at the address contained on the federal postcard application. The Secretary of State would be required to prescribe the form and matter of a notice provided by early voting clerk to certain citizens only authorized to vote a federal ballot. If a county maintains a website to provide information on voting, the bill would require certain information to be available on the county website.
