The bill would amend the Local Government Code to permit a governing body that created a crime control and prevention district to add and impose a tax on territory of a extraterritorial jurisdiction to the district if approved by a majority of voters in the territory to be added. The bill prescribes requirements of the notice of the election and ballot proposition requirements. If a majority of voters do not approve the addition of territory, another election on the matter would be prohibited until after the first anniversary of the date of the election. Local Government Impact There would be a fiscal impact to local governments associated with an election; however, those costs would vary by locality and are not anticipated to be significant. Based on costs reported to the Secretary of State in 2014 by a sampling of counties, municipalities, and special districts, the average cost incurred by a local governmental entity for an election held is $1.70 per registered voter.
