 A BILL TO BE ENTITLED
 AN ACT
 relating to motorcycle footrest and handhold requirements;
 amending provisions subject to a criminal penalty.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 545.416, Transportation Code, is amended
 by adding Subsection (b-1) to read as follows:
 (b-1)  Footrests and handholds installed by the manufacturer
 of the motorcycle are sufficient to meet the requirements of
 Subsection (b)(2).
 SECTION 2.  Section 547.617, Transportation Code, is amended
 to read as follows:
 Sec. 547.617.  MOTORCYCLE FOOTRESTS AND HANDHOLDS REQUIRED.
 A motorcycle that is designed to carry more than one person must be
 equipped with footrests and handholds for use by the passenger.
 Footrests and handholds installed by the manufacturer of the
 motorcycle are sufficient to meet the requirements of this section.
 SECTION 3.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2015.
