The bill would amend the Transportation Code to require both thumbprints and fingerprints as part of an individual's application for a personal identification certificate, driver's license, or commercial driver's license or permit. It is assumed any costs associated with implementing the bill could be absorbed within current resources. The bill would take effect September 1, 2015. Local Government Impact No significant fiscal implication to units of local government is anticipated.
