The bill would amend the Insurance Code relating to regulation of discount drug card program operators; authorizing administrative and civil penalties; authorizing fees; expanding a registration requirement.Based on information provided by the Texas Department of Insurance, Employees Retirement System, University of Texas System Administration, Texas A&M University System Administration, and the Teacher Retirement System, it is assumed that all duties and responsibilities necessary to implement the provisions of the bill could be accomplished utilizing existing staff and resources.The bill would take effect September 1, 2015, but a person is not required to register as a discount drug card program operator under Chapter 7001, Insurance Code, as amended by the bill, before January 1, 2016. Local Government Impact No fiscal implication to units of local government is anticipated.
