A BILL TO BE ENTITLED
AN ACT
relating to posting certain fiscal analysis documents of counties
and municipalities on the Internet.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Chapter 140, Local Government Code, is amended
by adding Section 140.008 to read as follows:
Sec. 140.008. FISCAL IMPACT DOCUMENTS POSTED ON INTERNET.
(a) In this section, "fiscal impact document" means a document that
states or analyzes the fiscal impact of a potential expenditure.
(b) A county or municipality that maintains an Internet
website shall post on the website each fiscal impact document
created or used by the county or municipality that relates to an
approved expenditure of the county or municipality of more than
$50,000.
(c) The county or municipality shall post the documents as
soon as practicable after the expenditure has been approved.
SECTION 2. The changes in law made by this Act apply only to
an expenditure approved on or after the effective date of this Act.
An expenditure approved before the effective date of this Act is
governed by the law in effect on the date the expenditure was
approved, and the former law is continued in effect for that
purpose.
SECTION 3. This Act takes effect September 1, 2015.
