                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            May 13, 2015      TO: Honorable Joan Huffman, Chair, Senate Committee on State Affairs      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB3056 by Reynolds (Relating to the procedures for applying for a ballot to be voted by mail; affecting the prosecution of a criminal offense.), As Engrossed    No significant fiscal implication to the State is anticipated.  The bill would amend the Election Code to require the Secretary of State to clarify certain rules for the application to vote by mail.The Secretary of State indicates that any costs associated with the bill could be absorbed within the agency's existing resources.The bill would take effect immediately upon receiving a two-thirds majority vote in each house. Otherwise, the bill would take effect September 1, 2015. Local Government Impact No significant fiscal implication to units of local government is anticipated.
