The bill would amend Chapter 134 of the Education Code relating to the Jobs and Education for Texans (JET) grant program. The bill would allow an independent school district (ISD) to become an eligible recipient of JET grant funds if the ISD has entered into a partnership with a public junior college or public technical institute for the purpose of promoting career and technical education to the ISD's students. The provisions of the bill would apply beginning with grants awarded for the 2016-17 academic year. The bill would take effect immediately upon receipt of a two-thirds vote of all members elected to each house; otherwise the bill would take effect September 1, 2015. This analysis assumes that the allowance of grants to ISDs who have entered into partnerships with public junior colleges and public technical institutes, both of which are currently eligible, would have a minimal effect on the overall level of awards. No significant fiscal impact is anticipated to implement the provisions of the bill. Local Government Impact No significant fiscal implication to units of local government is anticipated.
