                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            May 8, 2015      TO: Honorable Kel Seliger, Chair, Senate Committee on Higher Education      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB3062 by Clardy (Relating to the Jobs and Education for Texans Grant Program.), As Engrossed    No significant fiscal implication to the State is anticipated.  The bill would amend Chapter 134 of the Education Code relating to the Jobs and Education for Texans (JET) grant program. The bill would transfer the administration of the JET grant program from the Texas Comptroller of Public Accounts (CPA) to the Texas Workforce Commission (TWC). The bill would also allow an independent school district (ISD) to become an eligible recipient of JET grant funds if the ISD has entered into a partnership with a public junior college or public technical institute for the purpose of promoting career and technical education to the ISD's students. The provisions of the bill would apply beginning with grants awarded for the 2016-17 academic year. This analysis assumes that the allowance of grants to ISDs who have entered into partnerships with  public junior colleges and public technical institutes, both of which are currently eligible, would have a minimal effect on the overall level of awards.Based on the analysis of TWC, CPA, Texas Education Agency, and the Texas State Technical College System Administration, it is assumed that any duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.The bill would take effect immediately upon receipt of a two-thirds vote of all members elected to each house; otherwise the bill would take effect September 1, 2015.
