                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            April 24, 2015      TO: Honorable Doug Miller, Chair, House Committee on Special Purpose Districts      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB3097 by Paul (Relating to the governance and operation of municipal management districts.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend the Local Government Code to modify the method to create a municipal management district (MMD), the appointment, qualifications and removal of directors of a MMD, the area a MMD could provide services to, requirements of certain petitions, and dissolution requirements. The bill would modify the eligibility requirements of directors of improvement projects in certain counties.
