LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION April 15, 2015 TO: Honorable Joseph Pickett, Chair, House Committee on Transportation FROM: Ursula Parks, Director, Legislative Budget Board IN RE:HB3103 by Murphy (Relating to the operation of a golf cart or a commercial utility vehicle.), As Introduced No significant fiscal implication to the State is anticipated. The bill would amend the Transportation Code to authorize the Department of Motor Vehicles (DMV) to register a commercial utility vehicle (CUV), as defined by the bill, for limited operation on a public highway. The bill would authorize the DMV to issue license plates to a CUV. The DMV would be require to establish a procedure, by rule, for the issuance of plates for operation. The DMV would be authorized to charge a fee not to exceed $25 for the cost of the license plate. Based on the information and analysis provided by the DMV, it is assumed the issuance of CUV license plates would result in a slight positive impact to state revenue and any costs associated with implementing the provisions of the bill could be absorbed within the agency's existing resources.
