The bill would create the multi-stakeholder taskforce on health literacy, charged with establishing a definition of health literacy, examining the impact of low health literacy on health care cost and quality outcomes, and developing policy recommendations and submitting a brief to the Texas Institute on Health Care Quality and Efficiency. The bill would require the taskforce to be composed of employees at the Health and Human Services Commission, the Department of State Health Services, the Department of Aging and Disability Services, the Employees Retirement System, the Teacher Retirement System, each system of higher education, and the Texas Department of Insurance. It is assumed that the provisions of the bill can be implemented within existing resources at each agency. Local Government Impact No fiscal implication to units of local government is anticipated.
