Fiscal Analysis

The bill would amend the Election Code to change procedures related to the canvasing of primary elections by certain campaign officials. The bill would also amend the Election Code to require the Secretary of State (SOS) to post information to the SOS website indicating the status of each candidate, the returns of each candidate, and the manner in which the votes were cast, for the general primary election and runoff primary election.The bill would take effect September 1, 2015.

Methodology

Under the provisions of the bill, the Secretary of State indicates they would need to develop new election night returns and ballot, certification, and canvass components to their system and estimates the fiscal impact would be $104,000 in fiscal year 2016, and $0 each fiscal year from 2017-2020. 

Technology

The Secretary of State indicates that there would be one-time technology related costs to code the necessary software for this project. The Secretary of State estimates this cost at $104,000 (one contractor at $100.00 per hour for 1,040 hours). 

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
