 A BILL TO BE ENTITLED
 AN ACT
 relating to transition services for public school students enrolled
 in special education programs.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 29.011, Education Code, is amended by
 adding Subsection (a-1) to read as follows:
 (a-1)  In adopting procedures for compliance with federal
 requirements under Subsection (a), the commissioner shall require
 that a student's individualized education program include:
 (1)  appropriate measurable postsecondary goals based
 on age-appropriate transition assessments related to training,
 education, employment, and, as appropriate, independent living
 skills; and
 (2)  the transition services, including courses of
 study, needed to assist the student in reaching the student's
 postsecondary goals.
 SECTION 2.  This Act applies beginning with the 2015-2016
 school year.
 SECTION 3.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2015.
