                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            April 5, 2015      TO: Honorable Dan Flynn, Chair, House Committee on Pensions      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB3307 by Miller, Rick (Relating to the authority of the Employees Retirement System of Texas to make available a TRICARE Military Health System Supplemental plan.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend Insurance Code to require the Employees Retirement System (ERS) to make a TRICARE Military Health System Supplemental Plan available to its members and annuitants who waive coverage under the basic ERS plan and are eligible for benefits under the TRICARE Military Health System. Considering current federal law, ERS would only offer TRICARE through the Discount Purchase Program. ERS does not anticipate this would result in a significant increase in the number of TRICARE-eligible members who waive coverage under HealthSelect, and therefore, the savings to the state as a result of this bill would not be significant.The bill would take effect immediately upon receiving a two-thirds vote; otherwise, it would take effect on September 1, 2015 Local Government Impact No fiscal implication to units of local government is anticipated.
