The bill would amend Government Code to direct the Governor to designate a Border Commerce Coordinator in the Office of the Governor or the Office of the Secretary of State. The bill would assign certain duties to the Coordinator. The bill would direct the Coordinator to work with certain groups related to the use of low-sulfur fuel. The bill would direct the Coordinator to appoint a border mayor task force. The bill would take effect immediately upon receiving two-thirds majority vote in each house. Otherwise, the bill would take effect September 1, 2015.The Office of the Governor and the Secretary of State indicate that any costs associated with implementation of the bill could be absorbed within existing resources.
