                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            May 4, 2015      TO: Honorable Jodie Laubenberg, Chair, House Committee on Elections      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB3395 by Phillips (Relating to the requirement that a candidate appoint a campaign treasurer before making certain expenditures.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend Election Code to allow a candidate to make an expenditure without having a campaign treasurer in effect only if the expenditure is for fees associated with placement on a ballot. Any costs associated with implementing the bill could be absorbed within existing resources.The bill would take effect immediately upon receiving two-thirds majority vote in each house. Otherwise, the bill would take effect September 1, 2015. Local Government Impact No fiscal implication to units of local government is anticipated.
