The bill would require school districts to adopt a policy to allow for the accumulation of a negative balance or receiving an extension of credit or account balance if a meal card used by students to purchase meals in public schools was exhausted or insufficient. The policy would require notification of the parent or person standing in parental relation to the student that the meal card or account was exhausted and would not permit a fee or interest to be charged. Local Government Impact There would be some administrative costs to school districts to track negative balances or extension of credit and potential lost revenue. These amounts would vary from district to district depending on whether the district offered prepaid meal cards or accounts and how many students maintained negative balances or received credit.
