 A BILL TO BE ENTITLED
 AN ACT
 relating to identification documents for title and vehicle
 registration applications.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 501.023, Transportation Code, is amended
 by adding Subsection (a-1) to read as follows:
 (a-1)  Identification presented under Subsection (a) must be
 a government-issued photo identification of the owner that contains
 a unique identification number, an expiration date, and the owner's
 birth date.
 SECTION 2.  Section 501.0235(a), Transportation Code, is
 amended to read as follows:
 (a)  The department may require an applicant for a title to
 provide [current] personal identification [as determined by
 department rule]. Personal identification presented under this
 section must be a government-issued photo identification of the
 applicant that contains a unique identification number, an
 expiration date, and the applicant's birth date.
 SECTION 3.  Section 502.043(d), Transportation Code, is
 amended to read as follows:
 (d)  The department may require an applicant for
 registration to provide [current] personal identification [as
 determined by department rule].  Personal identification presented
 under this section must be a government-issued photo identification
 of the applicant that contains a unique identification number, an
 expiration date, and the applicant's birth date.  Any
 identification number required by the department under this
 subsection may be entered into the department's electronic titling
 system but may not be printed on the title.
 SECTION 4.  This Act takes effect September 1, 2015.
