                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            April 27, 2015      TO: Honorable Geanie Morrison, Chair, House Committee on Environmental Regulation      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB3590 by Krause (Relating to the adoption of state rules and the submission of the state implementation plan to comply with certain rules under Section 111(d) of the federal Clean Air Act.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would prohibit the Texas Commission on Environmental Quality (TCEQ), Public Utility Commission (PUC), or other state agency from adopting a final rule or submitting a state implementation plan to comply with the U.S. Environmental Protection Agency's (EPA) rules under Section 111(d) of the federal Clean Air Act if the federal rules give EPA authority to regulate a person, entity, or activity that EPA did not regulate on January 1, 2015.TCEQ and PUC both report that implementation of the bill's provisions would not result in significant costs to each of the respective agencies.  Local Government Impact No significant fiscal implication to units of local government is anticipated.
