The bill would amend the Transportation Code to permit an emergency services district to withdraw from the territory of a metro rapid transit authority if a majority of the registered voters of a district vote and approve at an election the withdraw from the authority. The bill would require a governing body of an emergency services district to call an election if a petition is received and validated as having 10% of the registered voters of the district signatures, requesting an election on the withdrawing of the authority. The bill would prohibit an election from being called earlier than the first anniversary of the date of the most recent election held under the provisions of the bill. Local Government Impact The costs of elections would vary depending on the number of elections required by valid petitions and the number of registered voters of an emergency services district. However, there is no way to estimate which districts will receive the necessary petitions to require an election. The fiscal impact of the bill on local governments cannot be determined.
