The bill would amend the Parks and Wildlife Code to prohibit a toll project entity from constructing or operating a toll project connecting certain roads within the boundaries of a publicly owned greenbelt or other similar open space unless the governing body of the entity describes in a written report to the legislature that the entity has compiled with certain requirements.
