                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            April 28, 2015      TO: Honorable Joseph Pickett, Chair, House Committee on Transportation      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB3674 by Anchia (Relating to the provision of financial assistance by the Texas Department of Transportation to other toll project entities.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Transportation Code to specify that the Texas Transportation Commission or the Texas Department of Transportation (TxDOT) may provide financial assistance to a local toll project entity for a turnpike project only if the project is on the state highway system and is designed, constructed, operated, repaired, or maintained by the entity on behalf of TxDOT. The provisions of the bill would apply only to a loan, grant, contribution, or other assistance provided by TxDOT on or after the effective date of the bill (September 1, 2015).Based on the information provided by TxDOT, it is assumed implementation of the bill would not result in a significant fiscal impact to the state. Local Government Impact No significant fiscal implication to units of local government is anticipated.  It is assumed the bill would limit the types of toll or turnpike projects that would be eligible for state and federal financial assistance through TxDOT for projects developed by a county toll road authority, regional tollway authority, or regional mobility authority.
