The bill would amend Election Code to add a reporting requirement with the Ethics Commission of certain contributions and expenditures by a person or group that is not a political committee but accepts contributions and makes political expenditures of a certain threshold. The bill would require the agency to make changes to their electronic filing system to allow for a new filer type, however the agency indicates that any costs could be absorbed within existing resources.The bill would take effect September 1, 2015.
