The bill would amend Section 403.302 of the Government Code, relating to the determination of school district property values, to require that the current Comptroller conducted Property Value Study (PVS) use appraisals, in addition to the currently required comparable sales and generally accepted auditing and sampling techniques. The bill would require the Comptroller to make available to the appraisal district that appraises property for the school district the comparable sales and appraisals used in the PVS that are not confidential under law.In conducting the PVS, the Comptroller currently uses appraisals, comparable sales, automated valuation methods in select areas of the state, and generally accepted auditing and sampling techniques. The bill would not affect taxable property values, tax rates, collection rates, or any other variable which might affect the revenues of units of local governments or the state.The bill would take effect September 1, 2015.
