The bill would amend Chapter 142 of the Health and Safety Code to regulate the provision of habilitation services by licensed home and community services agencies. The Department of Aging and Disability Services indicates that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. The Health and Human Services Commission indicates that costs associated with rulemaking activities could be absorbed within the agency's existing resources. Local Government Impact No fiscal implication to units of local government is anticipated.
