                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            April 14, 2015      TO: Honorable Carol Alvarado, Chair, House Committee on Urban Affairs      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB4042 by Alvarado (Relating to collective bargaining for firefighters and police officers, including county jailers and detention officers.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Local Government Code to permit the majority of the county jailers or detention officers of a sheriff's department to select an association as the exclusive collective bargaining agent, separate from police officers. Under the provisions of the bill, a sheriff's department would be required to recognize the association unless a majority of the certain employees withdraw the recognition. The bill sets forth the ratification and enforceability of an agreement under the provisions of the bill. The bill would permit a state district court to hear and resolve disputes under the ratified agreement. The court would be permitted to issue proper restraining orders, injunctions, or any other writ or order that is appropriate to enforce the agreement.The Office of Court Administration reported no significant fiscal impact to the state court system is anticipated. Local Government Impact No significant fiscal implication to units of local government is anticipated.
