No. 4043 A BILL TO BE ENTITLED AN ACT relating to the establishment of an unmanned ground vehicle pilot program at the Capitol Complex to employ veterans with a service-connected disability. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Subchapter E, Chapter 411, Government Code, is amended by adding Section 411.0626 to read as follows: Sec. 411.0626. UNMANNED GROUND VEHICLE PILOT PROGRAM. (a) The department shall establish a pilot program to provide enhanced security in the Capitol Complex through the use of unmanned ground vehicles. (b) To establish the pilot program, the department shall contract with a historically underutilized business that is a veteran-owned small business for the business to provide enhanced security in the Capitol Complex through the use of unmanned ground vehicles. The contract must expire on the second anniversary of the date the contract is executed and require the business to: (1) employ veterans with a service-connected disability to control the unmanned ground vehicles through the use of remote control consoles; and (2) deploy the unmanned ground vehicles in stages to increase the number of vehicles in the Capitol Complex over the term of the contract. (c) Not later than September 1, 2018, the department shall file a report on the pilot program, including information on the program's costs and effectiveness, recommendations for continuation or cancellation, and any other information the department determines useful. The department shall submit the report to the governor, lieutenant governor, speaker of the house of representatives, and each standing committee of the legislature with jurisdiction over security in the Capitol Complex. (d) This section expires September 1, 2019. SECTION 2. This Act takes effect September 1, 2015.
