                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            April 4, 2015      TO: Honorable Phil King, Chair, House Committee on State & Federal Power & Responsibility, Select      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB421 by Krause (Relating to exempting the intrastate manufacture of a firearm, a firearm accessory, or ammunition from federal regulation.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Business and Commerce Code to exempt the intrastate manufacture of a firearm, a firearm accessory, or ammunition from federal law or federal regulation, including registration. Additionally, the bill would require the Office of the Attorney General to seek a declaratory judgment from a federal district court that the bill is consistent with the United States Constitution upon receiving written notification from an individual with the intent to manufacture of a firearm, a firearm accessory, or ammunition. The bill would take effect on September 1, 2015.The Office of the Attorney General indicated the costs associated with implementation of the bill could be absorbed with existing resources.
