The bill would amend the Health and Safety Code as it relates to the designation of certain synthetic cannabinoids as controlled substances and controlled substance analogues under the Texas Controlled Substances Act. Under the provisions of the bill, the Texas Controlled Substances act would be updated to include certain synthetic cannabinoids. This analysis assumes the Department of Public Safety could implement the provisions of the bill within existing appropriations. This analysis assumes the provisions of the bill would not result in a significant impact on state correctional agencies. The bill would take effect September 1, 2015. Local Government Impact No significant fiscal implication to units of local government is anticipated.
