                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            May 20, 2015      TO: Honorable Kevin Eltife, Chair, Senate Committee on Business & Commerce      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB599 by Clardy (Relating to energy savings performance contracts entered into by public institutions of higher education.), As Engrossed    No significant fiscal implication to the State is anticipated.  The bill would replace the Higher Education Coordinating Board  (THECB) with the State Energy Conservation Office (SECO) with the responsibility of establishing guidelines and approval processes for awarding energy savings performance contracts entered into by public institutions of higher education. Costs associated with this review function at SECO would be offset by savings associated with HECB no longer being required to review the contracts.  Local Government Impact No significant fiscal implication to units of local government is anticipated.
