The bill would amend the Code of Criminal Procedure and the Government Code to make the inability to read and write English a disqualification from serving on a jury. Currently, the inability to read and write (as opposed to the inability to read and write English) is a disqualification. Based on the analysis of the Office of Court Administration, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
