The bill would amend the Code of Criminal Procedure and Government Code as it relates to certain rights of a guardian of a person in the criminal justice system. The bill's provisions would require the Texas Commission on Jail Standards (TCJS) and Texas Department of Criminal Justice (TDCJ) to establish reasonable rules, procedures, and policies, as described in the bill, regarding visitation of a prisoner at a county jail or TDCJ correctional institution by a guardian. TDCJ and TCJS anticipate any additional work resulting from the passage of the bill could be reasonably absorbed within existing resources. The bill would take effect September 1, 2015. Local Government Impact No significant fiscal implication to units of local government is anticipated.
