                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            March 9, 2015      TO: Honorable Gary Elkins, Chair, House Committee on Government Transparency & Operation      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB640 by Canales (Relating to a study concerning the use of a digital image for identification and proof of licensure purposes.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend Chapter 411 of the Government Code to require the Department of Public Safety to conduct a study to determine the feasibility of establishing a system to allow a person to use a digital image displayed on an electronic device for identification purposes or to prove that the person has a driver's license. The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each chamber; otherwise, the bill would take effect September 1, 2015.
