The bill would amend Chapter 411 of the Government Code to require the Department of Public Safety to conduct a study to determine the feasibility of establishing a system to allow a person to use a digital image displayed on an electronic device for identification purposes or to prove that the person has a driver's license. The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each chamber; otherwise, the bill would take effect September 1, 2015. Local Government Impact No significant fiscal implication to units of local government is anticipated.
