Dutton, Jr., Chair, House Committee on Juvenile Justice & Family Issues      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB807 by Dukes (Relating to authorization for a caregiver who is a relative to enroll a child in school.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would provide processes for a caregiver who is a relative to a child to enroll the child in school by submitting an affidavit indicating that the child resided primarily with the caregiver and that the caregiver could not contact the parent or legal guardian for authorization after a diligent effort to locate them.The bill would require the Commissioner of Education to adopt rules to implement the provisions of the bill and to ensure that the affidavit would be accepted by schools and school districts. The Texas Education Agency (TEA) would be required to develop the affidavit form and make it available on the agency's website.TEA anticipates that any additional work resulting from the passage of the bill could be reasonably absorbed within current resources. Local Government Impact No significant fiscal implication to units of local government is anticipated.
