AUTHOR'S / SPONSOR'S STATEMENT OF INTENT Interested parties contend that due to the continuous innovation of technology and constantly changing channels of information and communication, it is important to ensure that all state agencies are up to date with the various forms of Internet browsers that may be used by the public. H.B. 855 requires agency websites to be accessible by the three most commonly used Internet browsers and by wireless communication devices, for example iPads and Android phones. H.B. 855 amends current law relating to the compatibility of state agency websites with certain devices and Internet browsers. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter F, Chapter 2054, Government Code, by adding Section 2054.134, as follows: Sec. 2054.134. DEVICE AND INTERNET BROWSER COMPATIBILITY. (a) Defines wireless communication device. (b) Requires the Department of Information Resources (DIR) to identify the three most commonly used Internet browsers and post a list containing those browsers in a conspicuous location on DIRs Internet website. Requires DIR to biennially review and, if necessary, update the list required under this subsection. (c) Requires each state agency that maintains a generally accessible Internet website or for which a generally accessible Internet website is maintained to ensure that the website is compatible with a wireless communication device and the most recent version of each Internet browser listed by DIR as required under Subsection (b). SECTION 2. Effective date: September 1, 2015.
