                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            April 13, 2015      TO: Honorable Jimmie Don Aycock, Chair, House Committee on Public Education      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB874 by Sanford (Relating to employment of persons with advanced degrees as public school teachers.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Education Code related to employment of persons with advanced degrees as public school teachers. With the approval of a campus principal, the bill would allow a person with at least a master's degree to teach grades 7 through 12 in his or her field without a certificate or permit.  Based on the analysis of the Texas Education Agency, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. Local Government Impact No significant fiscal implication to units of local government is anticipated.  Districts would have more flexibility to hire individuals without teaching credentials.
