Since that time, this responsibility has moved to the office of the attorney general, rendering the child support office unnecessary. H.B. 884 abolishes the Orange County child support office. CRIMINAL JUSTICE IMPACT It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 884 amends the Human Resources Code to abolish the Orange County child support office and repeal provisions relating to the office and to the collection of a monthly child support fee. The bill transfers the obligations, rights, records, equipment, and personnel of the former office to the Orange County Juvenile Board and requires any money in the Orange County child support fee fund to be transferred to the divorce and contempt fees fund for the Orange County Juvenile Board. The bill specifies that the annual report of receipts and expenditures in the account for the fund required to be made to the commissioners court is made by the county auditor. H.B. 884 repeals the following provisions of the Human Resources Code: the heading to Section 152.1872 Sections 152.1872(a), (b), (c), (d), and (e) EFFECTIVE DATE September 1, 2015.
