Smithee, Chair, House Committee on Judiciary & Civil Jurisprudence FROM: Ursula Parks, Director, Legislative Budget Board IN RE:HB899 by Fallon (Relating to the application of foreign laws and foreign forum selection in certain family law proceedings.), As Introduced No significant fiscal implication to the State is anticipated. The bill would amend the Family Code to bar the application of foreign law in certain circumstances regarding a suit for the dissolution of marriage or a suit affecting the parent-child relationship if the foreign law would not guarantee the same fundamental rights as the United States Constitution. The bill also amends the Business and Commerce Code to specify that the changes in law would be inapplicable to certain commercial transactions. The Office of the Attorney General has indicated that there would be no fiscal impact as a result of this bill. The Office of Court Administration anticipates no significant fiscal impact to the state court system resulting from this bill. The bill would go into effect on September 1st, 2015. Local Government Impact No significant fiscal impact to local courts is anticipated.
