The bill would require the Texas Commission on Environmental Quality (TCEQ) to dismiss a protest relating to a wastewater discharge permit if the protest is filed by a municipality that is subject to less stringent wastewater treatment requirements than the requirements established by the permit.Although the bill could require additional TCEQ staff time to review permits and municipal ordinances, no significant costs to the agency are anticipated.
