Smithee, Chair, House Committee on Judiciary & Civil Jurisprudence      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB968 by Hernandez ( Relating to civil liability of shareholders and members of certain legal entities that engage in the trafficking of persons.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend the Civil Practice and Remedies Code to make a shareholder or member of a business entity liable with the business entity for damages arising from human trafficking if the shareholder or member of the business entity caused the business entity to be used for human trafficking and engaged in these practices for the direct person benefit of the shareholder or member from this trafficking. Based on the analysis of the Office of Court Administration, duties and responsibilities associated with implementing the provisions of the bill would not have a significant fiscal impact to the state. Local Government Impact No significant fiscal implication to units of local government is anticipated.
