 R E S O L U T I O N
 WHEREAS, Carson Joines retired as mayor of Carthage in
 January 2014, concluding more than four decades of outstanding
 civic leadership, and the dedication and vision he demonstrated in
 his work are indeed worthy of recognition; and
 WHEREAS, This esteemed public servant was the town's mayor
 for 32 years, having first been elected to the post in 1982; before
 that, he was a member of the city commission from 1972 to 1983 and
 held the post of mayor pro tempore for 10 years; during his tenure
 in government, he provided strong support for city employees,
 helping them to better serve Carthage residents, and he furthered a
 broad range of other initiatives that have greatly enhanced the
 city; and
 WHEREAS, Mayor Joines played a prominent role in regional
 government and area service organizations as well; he served as
 president of the East Texas Council of Governments and the Carthage
 Economic Development Corporation, and he was a member of the boards
 of the Panola County Chamber of Commerce, the Panola County
 Economic Development Foundation, and the Texas Country Music Hall
 of Fame; in addition, he was active in the Rotary Club and led the
 organization as president; and
 WHEREAS, A longtime Carthage citizen, Mayor Joines first
 moved to the area in 1948 to play football at Panola Junior College,
 helping the team win two championships, and his ties to the town
 grew stronger after he met and married local resident Dixie Arnold;
 he served his nation as a member of the United States Army during
 the Korean War and earned his bachelor of business administration
 degree from Stephen F. Austin State University before embarking on
 a 37-year career with Union Pacific Railroad; through the years,
 his family has grown to include three children, nine grandchildren,
 and seven great-grandchildren, and he is looking forward to
 spending additional time with his loved ones during his retirement;
 and
 WHEREAS, Greatly admired for his commitment to his fellow
 citizens, Carson Joines has devoted nearly half of his life to
 public service, and his many contributions to the City of Carthage
 will be remembered and admired for years to come; now, therefore, be
 it
 RESOLVED, That the House of Representatives of the 84th Texas
 Legislature hereby commend the Honorable Carson Joines for his many
 years of exemplary service to his community and extend to him
 sincere best wishes for continued happiness; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for Mr. Joines as an expression of high regard by the Texas
 House of Representatives.
