The bill would allow a board of trustees to issue a school district teaching permit to a person that does not hold a baccalaureate degree, based on the qualifications certified by the superintendent. The person must only teach non-core academic career and technical education (CTE) courses.The Texas Education Agency anticipates any additional work resulting from the passage of the bill could be reasonably absorbed within current resources. Local Government Impact No significant fiscal implication to units of local government is anticipated. School districts could issue teaching permits to certain persons teaching CTE courses. The person would be required to complete 20 hours of classroom management training and the district would be required to provide TEA with a written notification identifying the person, the courses taught, and the person's qualifications.
