 A BILL TO BE ENTITLED
 AN ACT
 relating to eliminating the commissioner of education's authority
 to approve a school district's issuance of a teaching permit.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 21.055(e), Education Code, is amended to
 read as follows:
 (e)  A person issued a school district teaching permit
 [authorized to teach] under this section may not teach in another
 school district unless that district issues a school district
 teaching permit [complies with this section]. A school district
 teaching permit remains valid unless the district issuing the
 permit revokes it for cause.
 SECTION 2.  Sections 21.055(c) and (d), Education Code, are
 repealed.
 SECTION 3.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2015.
