                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            April 8, 2015      TO: Honorable Eddie Lucio Jr., Chair, Senate Committee on Intergovernmental Relations      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB1147 by Watson (Relating to the lease of undeveloped real property by certain hospital districts.), As Introduced    No fiscal implication to the State is anticipated.  The bill would amend the Health and Safety Code to permit the board of hospital managers of certain hospital districts, with approval of the commissioners court of the county, to lease undeveloped or vacant real property for the development and construction of facilities to generate revenue for financial benefit of the district. The bill would permit the board to directly or through a nonprofit enter into a joint venture with an entity to enter into a lease only after an open meeting in accordance with Chapter 551, Government Code.
